工程技术人才是支撑区域高质量发展和推动新质生产力发展的核心因素.粤港澳大湾区工程技术人才专业资格互认首批5个专业取得突破,但是当前互认专业少、范围窄、规模小,缺乏统一的专业资格认证制度,关键堵点在于港澳与内地规则尚未统一、市场与政府关系尚须理顺、国内与国际制度尚未接轨.新形势下粤港澳大湾区工程技术人才专业资格互认应对策略是以"国内标准"对标"国际标准",建立工程技术人才专业资格互认宏观框架机制;以"自上而下"转向"上下结合",健全工程技术人才专业资格互认中观衔接制度;以"单边认可"带动"双向互认",明确工程技术人才专业资格互认微观实施细则,促进从"制度壁垒"转向"互联互通",为工程技术人才跨境执业和有组织科研提供便利,吸引集聚更多的国内国际工程技术领域人才服务大湾区高质量发展.
The Realistic Situation,Key Blocking Points,and Countermeasures of Mutual Recognition of Professional Qualifications of Engineering and Technical Personnel in the Guangdong-Hong Kong-Macao Greater Bay Area
Engineering technical personnel is the core factor in supporting regional high-quality de-velopment and promoting the development of new-quality productivity.The Guangdong-Hong Kong-Macao Greater Bay Area has made breakthroughs in the first five specialties of mutual recognition of professional qualifications for engineering and technical personnel.However,the numbers,scope,and scale are limited in the specialties of mutual recognition,and a lack of a unified professional qualification certification sys-tem.The key blocking points are that the rules between Hong Kong-Macao and the mainland have not yet been unified,the relationship between the market and the government has yet to be rationalized,and domes-tic and international systems have not yet been integrated.Under the new situation,the countermeasures for mutual recognition of professional qualifications of engineering and technical personnel in the Greater Bay Area are to establish a macro framework mechanism for mutual recognition of professional qualifications of engineering and technical personnel by benchmarking"domestic standards"against"international stan-dards",perfect the system of mutual recognition of professional qualifications of engineering and technical personnel from turning"top to bottom"to"top to bottom combination",clarify the micro-implementation rules for mutual recognition of professional qualifications of engineering and technical personnel from"uni-lateral recognition"leading"two-way mutual recognition",and promote the shift from"institutional barri-ers"to"connectivity",facilitate the cross-border practice and organized scientific research of engineering and technical personnel,and attract more domestic and international engineering and technical personnel to serve the high-quality development of the Greater Bay Area.
