The Policy Diffusion Mechanism of Provincial Governments Promoting the Construction of"Double-qualified Teachers"Team
According to the policy diffusion theory,a comprehensive examination of the provincial government's policy diffusion mechanism in establishing a"double-qualified teachers"team was conduct-ed by text analysis from the dimensions of time,space,and mechanism.In the temporal dimension,the diffu-sion curve of the construction policy of"double-qualified"teachers exhibits an S-shaped distribution with three distinct stages:initial diffusion stage(2016-2019),developmental stage(2020-2021),and mature stage(2022-present).In the spatial dimension,the policy of the team construction of"double-qualified"teachers follows a pattern of spatial diffusion characterized by vertical hierarchical spread,horizontal region-al dissemination,and cooperative parallel departmental diffusion.In the mechanism dimension,four driving forces-learning,imitation,competition,and coercion-propel the establishment of a"double-qualified teachers"team and effectively facilitate policy diffusion.
