摘要

技能型社会是百年未有之大变局下党和政府提出的新的社会发展理念与战略.在技能型社会建设中,内涵不清、评价不完善等问题阻碍着目标的实现.开发技能型社会成熟度模型,对及时评价技能型社会建设现状和能力,发现问题并优化改进具有重大意义.在文献研究的基础上,以成熟度模型理论为基石,借鉴欧洲技能指数,通过政策分析与文献研究提炼出技能型社会的核心要素和促进要素,应用成熟度模型的级别划分和行为特征,紧扣我国技能型社会建设"建什么""怎么建"和"建成什么样"三个根本问题,创建了包含3个核心要素、4个促进要素和5个成熟度等级的技能型社会成熟度模型.不但丰富了技能型社会评价理论,提供了新的工具,也可为技能型社会建设决策和实施提供参考依据.

Abstract

The skill-based society is a new concept and strategy of social development proposed by the Party and the government under the context of profound changes unseen in a century.When construct-ing a skill-based society,problems such as unclear connotations and imperfect evaluation hinder realizing the goal.The development of a skill-based society maturity model is of great significance to timely evaluate the status quo and ability to construct a skill-based society,find out the problems,and optimize the im-provement.Based on literature research,taking the maturity model theory as the cornerstone,using the Eu-ropean Skills Index for reference,through policy analysis and literature research to extract the core ele-ments and promoting elements of the skill-based society.Using the classification and behavior characteris-tics of the maturity model,closely related to the three fundamental issues of"what to build","how to build"and"what is built"in the construction of China's skill-based society,and a skill-based society maturity model is created that contains 3 core elements,4 promoting elements and 5 maturity levels.The research not only enriches the theory of skill-based society evaluation,and provides a new tool,but also provides a reference for the decision-making and implementation of skill-based society construction.
