Comparative Study of the Construction of Global Lifelong Education Qualifications Frameworks:Based on Typical Cases from 79 UNESCO Countries/Regions
The establishment of a lifelong learning qualifications framework for the connection and communication of all levels and types of education is the top-level design and institutional system for serv-ing the lifelong learning of all people and building a learning society in the digital era,it is also the trend of global lifelong education development and reform.The research highlighted 79 typical cases of national or regional qualifications framework from the fifth edition of the Global Inventory of National and Regional Qualifications Frameworks as samples,published by UNESCO and other organizations in December 2023.A comparative analysis of the research covered the development stage,construction objectives,governing structures,framework inclusiveness,governance model,level descriptors,level dimension,and promotion approach of the global Qualifications Framework.The research yielded three insights for the construction of the qualifications framework in China:1)The lifelong learning qualifications framework system should be established based on law and characterized by inclusiveness;2)A learning outcome accreditation system with quality assurance as the core and industry competence standards as the requirements should be devel-oped;3)A credit bank operation system with people-centered and technology-supported credit accumula-tion,mutual recognition,and transfer should be established.
