Opening up to the outside world is a basic state policy of China.The vocational education opening up to the outside world is the distinctive feature and important driving force of China's vocational education modernization.In the pattern of developing the new quality productive forces,vocational educa-tion should be positioned to open up to the outside world in a higher level,which include forming a new situ-ation of vocational education opening up to the outside world in a wider scope,in wider areas and at deeper levels.The vocational education opening up to the outside world in China faces three dilemmas,which in-clude multiple risks of international cooperation hinder the scope expansion of vocational education opening up to the outside world,insufficient integration of international industry and education leads to the new fields lacking of vocational education opening up to the outside world,and institutional overlap of interna-tional cooperation affects the level extension of vocational education opening up to the outside world.It is suggested to break through the difficulties and achieve a higher level of vocational education opening to the outside world by adhering to the opening of vocational education for a long time,improving the risk manage-ment ability of international cooperation,effectively promoting the deep integration of international produc-tion and education,optimizing the international cooperation system by top-level design,and accelerating the construction of a global vocational education community with a shared future.
