行业产教融合共同体如何实体化运作——基于公共价值创造的分析视角

作为新时期推进现代职业教育体系建设、深化产教融合的重要载体,行业产教融合共同体的建设过程也是各参与主体实现公共价值创造的过程。以穆尔的战略三角模型为基础,构建了包含公共价值、合法性与支持以及运作能力三个维度的行业产教融合共同体建设分析框架。公共价值包括行业人才培养和行业技术创新;合法性与支持包括产教融合政策法律、共同体组织架构和数字化信息共享平台;运作能力包括变革创新能力、制度建设能力和网络治理能力。共同体不仅是一种治理理念,更是一种理想的网络治理模式。行业产教融合共同体建设需要兼顾顶层设计与实践探索、守正与创新,寻求公共价值、合法性与支持以及运作能力三个维度之间最大限度地匹配,将共同体从理念逐步走向实体。
How to Substantialize the Operation of Industry-Education Integration Community—An Analytical Perspective Based on Public Value Creation
As an important carrier for promoting the construction of a modern vocational education system and deepening the integration between industry and education in the new era,the construction pro-cess of the industry-education integration community is also a process for various participating entities to achieve public value creation.Based on Moore's strategic triangle model,a community analysis framework for the industry-education integration community was constructed,which includes three dimensions:public value,legitimacy and support,and operational capability.Public value includes industry talent cultivation and industry technological innovation;Legitimacy and support include policies and laws on the integration between industry and education,community organizational structure,and digital information-sharing plat-forms;Operational capabilities include transformation and innovation capabilities,institutional building ca-pabilities,and network governance capabilities.Community is not only a governance concept but also an ideal network governance model.The construction of an industry-education integration community needs to balance top-level design and practical exploration,uphold fundamental principles and break new ground,and seek the maximum matching between the three dimensions of public value,legitimacy and support,and operational ability,gradually moving the community from concept to entity.
