"产城教"融合:职业教育推动教育科技人才一体改革机制探索——基于"三螺旋"关系视角

产业发展和城市水平是"产城教"融合的基础条件,教育是实现"产城融合"的出发点、连接点和落脚点,三者通过资源的合理开发与利用、要素的有效配置与提升、人才的储备与创新,推动城镇产业整体的升级与完善。职业院校作为供给侧,提供人才、技术,以实现自身对区域经济发展的功能价值,企业作为需求侧,通过使用人才、技术,以提升自身经济效益,两者形成以人才、技术为主要媒介的供需关系。实现"产城教"融合的三螺旋结构,需要三方的分工与协作,最终达到知识空间、共识空间和创新空间的融合,实现跨越式区域创新,促进区域发展,探索出以产兴城、以城聚人、以人兴业的产城人融合发展新路径。
The"Industry-City-Education"Integration:Exploring of Vocational Education Promoting the Integrated Reform Mechanism of Education,Science,and Talents——Based on the Perspective of"Triple Helix"Relationship
Industrial development and urban level are the basic conditions for"Industry-City-Educa-tion"integration.Education is the starting point,connection point,and foothold to realize the integration of industry and city.Industry,city,and education promote the overall upgrading and improvement of urban in-dustry through the rational development and utilization of resources,the effective allocation and promotion of factors,and the reserve and innovation of talents.Vocational colleges,as the supply side,provide talents and technology to realize their functional value for regional economic development.Enterprises,as the de-mand side,use talents and technology to improve their economic benefits.The two form a supply and de-mand relationship with talents and technology as the main medium.To realize the triple helix structure of"Industry-City-Education"integration,the division and cooperation of the three parties are needed to final-ly achieve the integration of knowledge space,consensus space,and innovation space,realize leapfrog re-gional innovation,promote regional development,and explore a new path of the integrated development of"Industry-City-People"in which production revitalizes the city,the city gathers the people,and the people revitalizes the city.
