终身职业技能培训是现代化产业体系目标实现的关键动力,能填补劳动者技能缺口、培育高端化人力资本、推动新质生产力发展、托举高质量充分就业,亦是缓解现代化产业体系变革引发的劳动力技能结构失衡,连续满足劳动市场对高质量劳动力的现实需求。面对政策支持体系不完善、企业关键主体参与度不高、劳动者持续参训动力不足等挑战,需要以技能需求为前提搭建敏锐的政策集成框架,以技岗匹配为基础充分发挥企业主观能动性,以职业发展为导向创新终身技能培训组织体系。
The Internal Logic and Driving Path of Lifelong Vocational Skills Training under the Construction of Modern Industrial System
Lifelong vocational skills training is the key driving force to realize the goal of modern in-dustrial system.It can fill the skill gap of laborers,cultivate high-end human capital,promote the develop-ment of new quality productive forces,promote high-quality and full employment,alleviate the imbalance of labor skill structure caused by the reform of modern industrial system,and continuously meet the demand for high-quality labor in the labor market.In the face of the challenges such as imperfect policy support sys-tem,low participation of enterprise as the key subject,and insufficient motivation for continuous participa-tion of workers,it is necessary to build a keen policy integration framework on the premise of skill demand,give full play to the subjective initiative of enterprises on the basis of technical post matching,and innovate the lifelong technology training organization system guided by career development.
