How is It Possible for County-Level Secondary Vocational Education to Become Popular——A Case Study on the High-Quality Development of Secondary Vocational Education in Qingxian County
Secondary vocational education is the basis of building a modem vocational education sys-tem.Nearly half of China's secondary vocational schools are located in counties.County secondary vocation-al schools have a more severe development environment and more urgent development needs.Taking the high-quality development of county secondary vocational education as the research object,this paper ana-lyzes the construction process and mechanism of its actor network,and explores the internal logic of its high-quality development,which can provide decision-making reference for the reform and development of county vocational education in China.The county education authorities should play a leading role in the net-work construction,including vocational schools,enterprises and other actors into the action network through the aspects of problem presentation,benefit giving,recruitment and mobilization,objection and so on.Its"leadership"is the key to the reform and development of vocational education,the"degree"of multi actors'participation in vocational education is the basis for the development of vocational education,and a good de-velopment environment is the prerequisite for the rise of county vocational education.Therefore,the county secondary vocational education should adhere to the action strategies of high-level planning,government co-ordination,in-depth integration of production and education,strengthening service functions,and making good use of"policy think tanks"and"talent think tanks".
