The Evolution,Transition Logic,and Future Prospect of the System Policy of Modern Vocational Education System in China——An Analytical Paradigm Based on Historical Institutionalism
Since the revolution and opening up,China's modern vocational education system policy has experienced four periods of foundation laying,exploration and development,accelerated development,and deepening reform,showing a development trend of"steady progress","orderly promising"and"quality and efficiency improving".Based on the analytical paradigm of historical institutionalism,factors such as economic system reform,political system reform,and cultural concept change constitute the deep structural logic of the policy change of the modern vocational education system.Fixed cost,learning effect,collabora-tion effect,and adaptive expectation make the policy change of the modern vocational education system present the path-dependent logic.The government leading,the main body of institutions,and the participa-tion of enterprises have contributed to the dynamic mechanism logic of the policy change of the modern vo-cational education system.The policy of our modern vocational education system should grasp the deep structure of society and construct the dynamic adjustment mechanism of policy change;Strengthen the posi-tive path dependence and build the overall promotion mechanism of policy cluster;Adjust the multi-inter-est subjects and build the coordination mechanism of policy implementation;Pay attention to the multiple feedback effects and build the quality evaluation mechanism of policy implementation.
