微证书促进职业教育的包容性和灵活性:欧盟经验与启示

全球范围内,职业教育需改革以应对技术进步、社会变革驱动的劳动力市场快速变化。微证书以其短小、灵活和专注的特性,被凸显为改革职业教育的重要工具。总结了欧盟职业教育中微证书应用的经验,包括在终端用户中建立信任、增加价值和提供支持保障微证书应用的可持续性。同时也探讨了其中存在的问题,包括如何在微证书的灵活性与质量保证的刚性、权力让渡的组织性与职业性、专业技能培养与全人教育目标之间取得平衡。建议我国应提供系统性政策支持、建立质量保证机制、构建技能情报系统、推动多方利益相关者的参与和合作、提高公众意识和认知,促进微证书在职业教育改革中更好地发挥作用。
Micro-certificate Promotes the Inclusiveness and Flexibility of Vocational Education:EU Experience and Enlightenment
Globally,vocational education needs reform to address the rapid changes in the labor mar-ket driven by technological progress and social change.Micro-certificates,with their short,flexible,and fo-cused characteristics,have been highlighted as an important tool for reforming vocational education.Sum-marizes the experience of using micro-certificates in vocational education in the EU,including building trust among end-users,increasing value,and providing support to ensure the sustainability of micro-certifi-cate applications.It also discusses the problems encountered,including how to balance the flexibility of mi-cro-certificates with the rigidity of quality assurance,the organizational rigidity of power delegation and pro-fessionalism,and the balance between the cultivation of professional skills and the goal of holistic educa-tion.It is suggested that China should provide systematic policy support,establish quality assurance mecha-nisms,build a skills intelligence system,promote the participation and cooperation of multiple stakehold-ers,enhance public awareness and cognition,and promote the better role of micro-certificates in the reform of vocational education.
