Study on the Evaluation Index System for High-quality Development of Tertiary Public TCM Hospitals Based on Delphi Method and Analytic Hierarchy Method
Objective To scientifically construct an evaluation index system for the high-quality development of tertiary public Chinese medicine hospitals that embodies the characteristics of TCM.Methods Based on literature analysis and relevant national documents,combined with the actual development of tertiary public TCM hospitals in China,an evaluation index pool was preliminarily formed.A questionnaire was produced,and the final evaluation index system and its weight were determined using Delphi method and analytic hierarchy method.Results The recovery rate of both rounds of consultation questionnaires was 100%,and the authoritative coefficient of a group of 20 experts was 0.845.The high-quality development evaluation system of tertiary public TCM hospitals formed includes 5 first-level indicators,such as input structure,activity process,result output,quality and efficiency improvement,social impact,14 second-level indicators,such as finance medical insurance,talent team,and 75 third-level indicators,such as proportion of financial investment in total hospital revenue.The weights of the indicators determined have passed the consistency test.Conclusion Compared with the Evaluation Index for High-quality Development of Public TCM Hospitals(Trial),the characteristic indicators of TCM run through the evaluation index system of high-quality development of tertiary public TCM hospitals,and the evaluation dimensions set have strong logic and causal relationship,which can be used for the evaluation of high-quality development of tertiary public TCM hospitals.
