In order to promote the reform of the property rights system for natural resource assets and establish a delegated agency mechanism for the ownership of state-owned natural resource assets,some cities(prefectures)in Guizhou Province are exploring the preparation of plans for the protection and use of state-owned mineral resource assets.At present,at the national level,the relevant institutional system for the protection and use planning of state-owned natural resource assets has not been established.Based on the practice of compiling plans for the protection and use of state-owned natural resource assets in Guizhou Province,this paper analyzes the ideas and characteristics of the compilation,points out the difficulties in the compilation,and proposes improvement suggestions to strengthen the protection and use of natural resource assets.
