摘要
产业园区既是产业高质量发展的承载区,也是环境污染治理和风险防范的重点区域,落实"三线一单"和规划环评的生态环境管控是产业园区提高环境综合管理水平的重要抓手.连续 5 年的跟踪评估试点显示,上海市产业园区生态环境分区管控和规划环评效力不断提升,约 90%的入园项目可以简化环评手续,营商环境优化明显,有力助推市域产业的高质量发展.跟踪评估试点工作具有显著的借鉴意义,值得全国推广.
Abstract
Industrial parks are not only carriers of high-quality industrial development,but also key areas for environmental pollution control and risk prevention,and implementing the ecological and environmental control measures of"three lines and one order"and planning environmental impact assessment is an important lever for industrial parks to improve their comprehensive environmental management level.Five consecutive years of tracking evaluation pilot projects have shown that the effectiveness of ecological environment zoning control and planning environmental impact assessment in industrial parks in Shanghai has been continuously improving,about 90%of park entry projects can simplify environmental impact assessment procedures,significantly optimize the business environment,and help promote high-quality development of urban industries.The tracking evaluation pilot work has significant reference significance and is worth promoting nationwide.
