银川市重点入黄排水沟突发水污染事件应急防控探究

灵武东沟属于银川市重点入黄排水沟,流域范围较广,涉及的环境风险源虽不复杂但较为典型.本文以灵武东沟为例,结合典型突发环境事件情景,构建银川市重点入黄排水沟突发水污染事件应急防控方案.其间,要做好信息收集与研判,加强预防与预警,开展污染源排查,落实应急防控措施,实施应急监测,强化应急物资保障和调度.入黄排水沟突发水污染事件应急防控体系的构建是对"南阳实践"经验转化的一次积极探索,为类似入黄排水沟的流域水环境风险防控体系建设提供有效借鉴.
Research on Emergency Prevention and Control of Sudden Water Pollution Incidents in Key Yellow River Drainage Ditches in Yinchuan City
Lingwu Donggou is a key drainage ditch entering the Yellow River in Yinchuan City,with a wide drainage basin,although the environmental risk sources involved are not complex,they are relatively typical.Taking Lingwu Donggou as an example,combined with typical sudden environmental incident scenarios,this paper constructs an emergency prevention and control plan for sudden water pollution incidents in the key Yellow River drainage ditch in Yinchuan City.During this period,it is necessary to collect and analyze information,strengthen prevention and early warning,conduct pollution source investigation,implement emergency prevention and control measures,implement emergency monitoring,and strengthen the guarantee and dispatch of emergency materials.The construction of an emergency prevention and control system for sudden water pollution incidents in the Yellow River drainage ditch is an active exploration of the experience transformation of the"Nanyang Practice",providing effective reference for the construction of water environment risk prevention and control systems in watersheds similar to the Yellow River drainage ditch.
