上海市金山区节水型社会建设实践探析

摘要
近年来,上海市金山区始终把水资源承载力作为刚性约束,实施最严格水资源管理制度,把节水放在优先位置,聚焦农业节水、工业节水、生活节水和非常规水源利用等,深入推进节水型社会建设.本文以上海市金山区为研究区,分析节水型社会建设的主要做法,指出存在的问题,然后提出改进建议.总体来说,要加强非常规水利用,完善节水激励机制,提高全民节水意识,以水资源可持续利用支撑上海市金山区经济社会的可持续发展.
Abstract
In recent years,Jinshan district,Shanghai city has always regarded water resource carrying capacity as a rigid constraint,implemented the strictest water resource management system,prioritized water conservation,focused on agricultural water conservation,industrial water conservation,domestic water conservation,and unconventional water source utilization,and deeply promoted the construction of a water-saving society.Taking Jinshan district,Shanghai city as the research area,this paper analyzes the main practices of building a water-saving society,points out the existing problems,and then puts forward improvement suggestions.Overall,it is necessary to strengthen unconventional water utilization,improve water-saving incentive mechanisms,raise public awareness of water-saving,and support the sustainable development of the economy and society in Jinshan district,Shanghai city through the sustainable utilization of water resources.
