摘要

生态文明建设关系中华民族的永续发展,健全自然资源资产管理体制、完善自然资源资产产权制度是生态文明建设的重要内容.自然资源部统一行使全民所有自然资源资产所有者职责,统一行使所有国土空间用途管制和生态保护修复职责.建立自然资源统一调查监测评价体系,是履行自然资源部"两统一"职责的重要举措.依据自然资源统一调查监测的任务要求和业务管理需求,探索构建一套完整的陆域自然资源综合调查体系.研究认为,加快制订标准规范,开展应用示范,建立健全工作机制和调查队伍,是自然资源综合调查下一步的重点工作.

Abstract

The construction of ecological civilization is related to the sustainable development of the Chinese nation,and improving the management system of natural resource assets and the property rights system of natural resource assets are important contents of ecological civilization construction.The Ministry of Natural Resources shall exercise the responsibilities of owners of all natural resource assets owned by the people,and shall exercise all responsibilities of land use control and ecological protection and restoration.Establishing a unified investigation,monitoring and evaluation system for natural resources is an important measure to fulfill the"two unifications"responsibilities of the Ministry of Natural Resources.Based on the task requirements and business management needs of unified investigation and monitoring of natural resources,the construction of a complete land natural resource comprehensive investigation system is explored.Research suggests that accelerating the formulation of standards and specifications,conducting application demonstrations,establishing and improving work mechanisms and investigation teams are the key tasks for the next step of comprehensive natural resource surveys.
