新污染物治理背景下有毒有害化学品管理对策分析——以宁夏为例

摘要
有毒有害化学品是环境管理的重中之重,对防范环境风险、保障人体健康具有重要意义.通过分析宁夏回族自治区(简称宁夏)典型有毒有害化学品的生产及使用情况,指出现阶段宁夏有毒有害化学品管理仍存在制度不完善、企业责任意识不强、缺乏政策支持等问题.然后从加快制度建立、强化企业责任意识、加强政策支持等方面提出新污染物治理背景下有毒有害化学品环境管理对策.
Abstract
Toxic and harmful chemicals are the top priority of environmental management,which is of great significance for preventing environmental risks and protecting human health.This paper analyzes the production and use of typical toxic and harmful chemicals in Ningxia,and then points out the problems of insufficient system,corporate responsibility awareness and policy guidance that still exist in the management of toxic and harmful chemicals in Ningxia.Strategys of toxic and harmful chemicals environmental management were put forward under the background of Emerging pollutants governance.These measures are from the ways of reinforcing the establishment of the system,heightening corporate responsibility awareness,strengthening policy guidance.
