公众参与视角下文化遗产景观保护与利用——以景德镇御窑遗址及周边历史街区为例

摘要
针对当前文化遗产景观保护采取政府主导的"自上而下"模式以致出现文化遗产一味依靠政府输血、缺乏自身活力、发展后劲严重不足等现实困境,从公众参与遗址保护的概念与理论基础出发,以景德镇御窑遗址及周边历史街区为例,通过公众对遗址及周边历史街区的认同与参与意愿的调查问卷与访谈,提出了一系列短期、中期和长期的公众参与策略.其中,短期计划旨在迅速增强公众的参与意识,改善遗址的基本保护措施,并初步建立公众参与的机制;中期计划将进一步深化公众参与,完善保护措施,并通过多种形式促进文化遗产的合理利用;长期计划致力于实现文化遗产保护的可持续发展,通过制度化公众参与、加强国际合作与交流,以及实现生态和社区的可持续发展,确保景德镇御窑遗址及周边历史街区景观得到长期保护与合理利用.
Abstract
In response to the current government-led"top-down"model of cultural heritage landscape protection,which has resulted in issues such as excessive reliance on government funding,lack of vitality,and insufficient long-term development,this study focuses on the Jingdezhen Imperial Kiln Site and its surrounding historical streets as a case study.Drawing upon the concept and theoretical foundation of public participation in site preservation,this paper proposes a comprehensive set of short-term,medium-term,and long-term strategies for engaging the public based on surveys and interviews regarding public recognition and willingness to participate in the site's conservation efforts.The short-term plan aims to swiftly raise public awareness,implement basic conservation measures for the site,and establish preliminary mechanisms for public involvement.The medium-term plan seeks to deepen public engagement,enhance conservation measures further,and promote rational utilization of cultural heritage through diverse approaches.Lastly,the long-term plan is dedicated to achieving sustainable development in cultural heritage protection by institutionalizing public participation processes,strengthening international cooperation and exchange initiatives while ensuring ecological sustainability alongside community development.These endeavors will ensure that both Jingdezhen Imperial Kiln Site and its surrounding historical districts receive enduring protection with reasonable utilization.
