网络主权理论理解与思考
Understandings and Reflections on the Theories of Cyberspace Sovereignty

摘要
为了明确网络主权的理论依据,正确理解和把握其核心概念,推动网络主权原则被广泛接受并得以顺利实施,利用面向对象的体系结构设计方法,探索了网络主权理论的构成要素和体系框架,将其划分为基础概念、核心概念和保障措施3个层次,并阐述了框架内部各层次要素之间的逻辑关系.分析和界定了网络主权理论涉及的基础性概念,阐述了对网络主权及其四项基本权力的理解,思考了网络主权保障涉及的法律法规、体制机制、技术手段和人才培养等保障措施.
Abstract
In order to specify the theoretical basis of cyberspace sovereignty, grasp its core concept, and facilitate the acceptance and implementation of its principles, the paper explores the components and framework of the cyberspace sovereignty theory with object-oriented architecture design and divides it into three levels which contain basic concepts, core concepts and supporting measures.Then, the paper illustrates the logical relations among each level inside the framework.Further, under this framework, the paper analyzes and defines the basic concepts relate to cyberspace sovereignty theories, illustrates understandings on the cyberspace sovereignty and its four basic rights.Lastly, the paper discusses the laws and regulations, mechanisms, techniques, talent training and other supporting measures involving in cyberspace sovereignty protection.
