激励相容视角下民企参军知识产权激励研究
Research on Intellectual Property Rights Incentive of Private Enterprises' Participation in Armament Development From the Incentive Compatibility Perspective

摘要
当前,民企参军成绩斐然但问题不少,其中知识产权激励成为制约民企参军一个突出瓶颈,一定程度上影响了优势民企参与国防科研活动的热情和积极性.从激励相容理论视角,阐述了其对知识产权激励问题的理论意义和现实价值,探讨了民企参军进程中知识产权激励缺失主要问题,提出了加强国防知识产权管理,在权属分配、定价评估、保密解密、产权纠纷等方面建立和完善激励相容的民企参军知识产权激励的对策措施.
Abstract
At present, remarkable achievements have been made by private enterprises participa-ting in the military modernization process.However, there are still some problems to be tackled, of which the intellectual property(IPR) rights incentive has become a bottleneck that has a negative impact on the enthusiasm of private enterprises participating in national defense scientific research activities.This paper, starting from the perspective of incentive compatibility theory, expounds the theoretical significance and practical value of IPR incentive.Then, it discusses the main reasons for the lack of incentive of IPR.At last, it proposes some countermeasures on how to build and perfect the IPR incentives which should include ownership allocation, pricing evaluation, confidentiality and declassification, and property rights disputes, etc.
