System Engineering-based Organization and Implementation Procedure of Equipment Operational Tests
The paper puts forward the organization and implementation process for equipment operational test based on system engineering theory and method.In the paper, the author analyzes the system engineering requirements and the characteristics of the organization and implementation process for equipment operational test in the U.S.army and then proposes a system engineering structure in three dimensions: time, logics and knowledge and a system engineering application architecture involving 14 steps.Besides, the author analyzes the process of evaluation, decision making and optimization of the application of the operational test system, and explores into special applications of system engineering in five organization and implementation phases: test goal planning, overall plan design, test resource and condition construction, test deployment implementation, and test verification and evaluation.In the end, the author gives some examples of the application of the system engineering in the process of organization and implementation of the operational tests.
