Characteristics of Development of Defense Basic Research in the World and Implications to China
On the basis of study and analysis on the development characteristics of defense basic research in the world, in the respects like organizational management, planning, research field and evaluation and incentives, the paper reviews the practices and experience in facilitating the defense basic research in military powers and gives some suggestions on how to facilitate China's defense basic research by means of enhancing strategic planning, optimizing project decision, intensifying civil-military integration, perfecting the mechanism, etc.
