Research on PPP for the Military Equipment Depot-level Maintenance Service Procurement
As an important part of military service procurement,military equipment depot-level maintenance service procurement must conform to the decisive deployment of "service procurement by government" brought forward by the 3rd Plenary Session of the 18th CPC Central Committee.This paper analyzes the current industrial basis,legal basis and applicable requirements of the PLA's military equipment depot-level maintenance service procurement based on the public-private partnership (PPP) mode.From the five aspects of military establishment system,science and technology development,equipment readiness construction,fund utilization efficiency and national defense economy construction,this paper expounds the important role of PPP procurement in military equipment depotlevel maintenance service,constructs the basic structure of military equipment depot-level maintenance service procurement under PPP mode,and finally puts forward the corresponding operation process:planning-equipment selection-business selection project implementation-project transfer.
