The Development Course of Transformation of Civilian Basic Research to National Defense Technologies in China and Its Inspiration
On the basis of the comprehensive discussion of the China's science and technology development,according to the national central missions in construction and technology development,the overall development of basic study and level of transformation and application of the basic study,the transformation of the civilian basic study towards national defense,since the founding of the People's Republic of China,is divided into three phases:from 1949 to 1977,civilian basic study was led by critical equipment R & D tasks;from 1977 to 1998,the transformation and application of civilian basic study was at a low level;since 1998,breakthroughs have been made in the transformation and application of civilian basic study.Through the comparative analysis,the paper brings forth the following suggestions to strengthen the transformation of the civilian basic study towards national defense:speeding up the construction of the scientific and technological innovation system featuring military-civilian integration,promoting the innovation ability of civilian basic study,improving the military demand condensing and release mechanism,establishing the management system of synergy division,and building a transformation and application model.
