Objective To construct an evaluation index system for emergency response capacity of nurses in public health emergencies.Methods Based on the four-stage model of the life cycle theory of emergencies and the International Council of Nurses(ICN)Global Core Competency Framework for Disaster Nursing for Nurses(2019),the index system was initially constructed through a literature review and a research group discussion.Two rounds of Delphi consultation were completed by 20 experts from October to December 2023 to determine the final evaluation indexes.Results The positive coefficients of experts in the 2 rounds of consultation were 100%,the authority coefficients were 0.893 and 0.895,the Kendall's coefficients ranged from 0.137 to 0.345(P<0.05).The final version of the evaluation index system of the emergency response capacity of nurses for public health emergencies covered a total of 4 first-level indexes,12 second-level indexes,and 53 third-level indexes.Conclusion The evaluation index system of nurses'emergency response capacity for public health emergencies formed in this study is scientific,reasonable and specific,which provides a reference for the evaluation of nurses'emergency response capacity,the development of standardized and homogeneous training and the construction of emergency response capacity.
