In the context of China's economic transformation,economic green development has become a new proposition.The central government has issued a series of environmental regulation measures to encourage local governments to regulate pollution and improve the environment.Based on the data of China County Statistical Yearbook from 2000 to 2019,and based on the promotion championship theory and contract theory,this paper constructs a breakpoint regression model to analyze the top-down characteristics of the river.The relationship between environmental regulation and the added value of county primary industry.The study shows that environmental regulation will significantly reduce the added value of the primary industry in the upstream counties.Therefore,this paper suggests:the government should further improve China's water quality monitoring network system to reduce the deviation of environmental regulation between central and local governments caused by information asymmetry;the government should focus on the structural impact of environmental regulation on agricultural development,so as to reduce the unequal distribution of resources caused by environmental regulation.
