The report of the 20th CPC National Congress clearly points out that it is necessary to comprehensively promote rural revitalization,which provides a clear direction for rural development and reform in the new era.The rural civilization is an important part of the Rural Revitalization Strategy,an important criterion for evaluating the overall progress and development of the countryside,and also a manifestation of the level of rural revitalization.Grass-roots Party organizations are the main promoters of the Rural Revitalization Strategy,so their action is closely related to the effectiveness of the implementation of the Rural Revitalization Strategy.Based on the strategic background of rural revitalization and the problems existing in the construction of rural civilization under the guidance of grass-roots Party building,this paper proposes adhering to the theoretical forerunner in ideological guidance,unifying the ideological understanding of Party members,cadres and the masses,and constantly improving the comprehensive accomplishment of the members of grass-roots Party organizations.A series of countermeasures were put forward,for example,increasing investment in material basis,grasping the beneficiary object of cultural communication,constantly innovating the way of publicity and education,and enhancing the effect of communication.
