乡村振兴战略下德治发展的困境及实践路径探析——以陵水黎族自治县南湾村为例

摘要
民族要复兴,乡村必振兴.全面建设社会主义现代化国家,实现中华民族伟大复兴,最艰巨最繁重的任务依然在农村,最广泛最深厚的基础依然在农村.农村经济发展是全面建设社会主义现代化国家的基础,培育文明乡风、乡情是乡村振兴的内在要求.在乡村振兴战略下,德治不仅与自治和法治协同发力,更为自治和法治提供重要保障.该文以探析陵水黎族自治县南湾村德治发展实践为例,从政府和群众 2 个维度出发,基于乡村振兴战略要求及德治的软约束性质,充分调动基层干部、发挥村民高尚道德品质等方式入手,实现乡村德治发展现代化的目标,为进一步实现中华民族伟大复兴添砖加瓦.
Abstract
If the nation wants to be rejuvenated,the countryside must be rejuvenated.The most arduous and arduous task of building a modern socialist country in an all-round way and realizing the great rejuvenation of the Chinese nation is still in rural areas,and the broadest and deepest foundation is still in rural areas.Rural economic development is the foundation of building a modern socialist country in an all-round way,and the cultivation of civilized rural style and rural feelings is the inherent requirement of rural revitalization.Under Rural Revitalization Strategy,the rule of virtue not only works in coordination with autonomy and the rule of law,but also provides an important guarantee for autonomy and the rule of law.Through the analysis of the development practice of moral rule in Nanwan Village of Lingshui County Li Autonomous County as an example,starting from the two dimensions of the government and the masses,based on the strategic requirements of rural revitalization and the soft restraint nature of moral rule,this paper starts with fully mobilizing grass-roots cadres and giving full play to the noble moral qualities of villagers,so as to achieve the goal of the development and modernization of rural moral rule,and contribute to the further realization of the great rejuvenation of the Chinese nation.
