In view of the garbage management in the vast rural areas,there are many problems,such as imperfect system,backward technology,low participation of farmers and so on.Taking the rural garbage treatment in Henan Province as an example,this paper discusses the system and technical participation under the mode of environmental collaborative co-governance,puts forward a series of innovative institutional arrangements and technical schemes,such as"three times and four points"system,"four-modernization coordination"system,"five communist integration"system,solves the classification problem,carries out chain management and control of the collection process,and establishes a long-term mechanism for garbage management;the paper also introduces smart classification equipment and UAV technology to improve waste disposal efficiency;encourage government and farmers to participate and establish diversified governance mechanisms.Through innovative institutional arrangements and technical schemes,it is expected to achieve the reduction,resource utilization and harmlessness of rural domestic waste,improve the quality of rural environment and improve the living conditions of farmers.
