"双碳"目标下海南省乡村振兴路径研究

摘要
为实现碳达峰目标,海南农村地区需要改变落后的传统发展方式,向低碳、清洁能源的产业转移.目前,海南在发展低碳经济方面成绩不佳,民众的生活方式和观念与低碳发展的理念相悖,地方基层组织的管理能力不足,县域创新动力不足.该文通过对五指山案例的分析,建议建立健全双碳发展工作体系,促进生态文明建设,提高低碳发展效率;提高海南农民素质水平,改善农民生产生活方式;加强海南乡村基层党组织的引领;推进海南资源环境的县域创新驱动,鼓励生态文明发展.
Abstract
In order to achieve the goal of carbon peak,Hainan rural areas need to change the backward traditional mode of development and transfer to low-carbon,clean energy industries.At present,Hainan has achieved poor results in the development of low-carbon economy,people's way of life and concepts are contrary to the concept of low-carbon development,the management capacity of local grass-roots organizations is insufficient,and the county innovation power is insufficient.Through the analysis of the case of Wuzhishan,this paper proposes to establish and improve the working system of double-carbon development,promote the construction of ecological civilization,improve the efficiency of low-carbon development,improve the quality of farmers in Hainan,improve their production and life style;strengthen the guidance of rural grass-roots Party organizations in Hainan;promote the county innovation drive of Hainan resources and environment,and encourage the development of ecological civilization.
