水资源约束下河套灌区农业高质量发展路径探究

内蒙古河套灌区地处黄河中上游干旱区域,农业灌溉依赖从黄河引水,黄河水资源对其农业发展水平有较大影响.为探究水资源约束下河套灌区农业高质量发展的路径,该文通过分析巴彦淖尔市河套灌区农业高质量发展的现状,厘清现有水资源对灌区农业高质量发展的限制机理,进而探讨河套灌区农业高质量发展的可能路径.结果显示,目前河套灌区农业高质量发展虽然取得一定成效,但仍存在着诸如用水结构不合理、农业退水水质差等问题.因此要在水资源约束下实现河套灌区农业的高质量发展,可以通过加强沿黄地区生态环境治理、推进灌溉技术升级、加快盐碱地治理和提高农业从业人员综合素质等途径,走"以水而定、量水而行"的农业高质量发展之路.
Hetao Irrigation District in Inner Mongolia is located in the middle and upper reaches of the Yellow River.Agricultural irrigation depends on the diversion of water from the Yellow River,and the water resources of the Yellow River have a great impact on its agricultural development level.In order to explore the path of high-quality agricultural development in Hetao Irrigation District under the restriction of water resources,this paper clarifies the restriction mechanism of existing water resources on agricultural high-quality development by analyzing the current situation of agricultural high-quality development in Hetao Irrigation District of Bayannur City.Furthermore,the possible path of high-quality agricultural development in Hetao Irrigation District is discussed.The results show that although some achievements have been made in the high quality agricultural development in Hetao Irrigation District,there remain some problems,such as unreasonable water use structure,poor quality of agricultural return water and so on.Therefore,in order to realize the high quality agricultural development in Hetao Irrigation District under the restriction of water resources,we can strengthen the management of ecological environment along the Yellow River,promote the upgrading of irrigation technology,speed up the treatment of saline-alkali land and improve the comprehensive quality of agricultural employees,so as to take the road model of high-quality agricultural development that is"determined and measured by water".
