对口支援促进西部地区乡村振兴的路径及其优化

摘要
对口支援是解决区域发展不平衡、不充分问题,促进西部地区乡村振兴的重要制度力量.在实践过程中,对口支援促进西部地区乡村振兴的具体路径包括经济援助、产业援助及智力援助,通过助力受援地完善基础设施、促进增收致富并提升其治理水平,逐步形成全方位促进乡村振兴的对口支援体系.针对对口支援实践中的不足之处,为更好地实现政策效果,应加快建立对口支援长效机制、构建多主体协同参与机制,以及引导西部地区干部和群众积极参与对口支援,最终迈向乡村全面振兴的新征程.
Abstract
Partner-assistance is an important institutional force helping to solve the problem of unbalanced and inadequate regional development and promote the revitalization of rural areas in the western region.In the process of practice,the specific ways of partner-assistance to promote the revitalization of rural areas in the western region include economic assistance,industrial assistance and intellectual assistance.Through helping recipient areas to improve infrastructure,they can increase income and improve the governance level,gradually form a partner-assistance system to promote rural revitalization in an all-round way.Aiming at the shortcomings in the practice of partner-assistance,in order to better achieve the policy effect,we should speed up the establishment of a long-term mechanism of partner-assistance,build a multi-agent cooperative participation mechanism,and guide cadres and masses in the western region to actively participate in partner-assistance.Finally,we will embark on a new journey towards the all-round revitalization of the countryside.
