政党整合:推动乡村治理共同体建设的有效途径——以基层党组织为实践主体的研究

摘要
构建"人人有责、人人尽责、人人享有"的乡村治理共同体不仅有助于解决农村现实治理困境,更有利于加强党的全面领导.构建乡村治理共同体就要坚持以党为领导核心,发挥农村基层党组织的政治整合作用.借助政党整合优势,从 3个方面推动乡村治理共同体的构建.农村基层党组织以结构整合优化共同体治理结构,以利益整合夯实共同体利益基础,以价值整合促成共同体价值共识的凝聚,从而推动党领导下的乡村治理共同体的构建.要有效发挥政党的整合作用,必须加强党的基层组织建设和思想引领建设,吸纳团结农村精英,促进乡村善治,推动构建乡村治理共同体.
Abstract
The construction of a rural governance community"of everyone,by everyone and for everyone"is not only conducive to solving the predicament of rural governance,but also conducive to strengthening the overall leadership of the Party.To build a rural governance community,we must adhere to the party as the core of leadership and give full play to the role of political integration of rural grass-roots party organizations.With the help of the advantage of political party integration,we can promote the construction of rural governance community from three aspects.Rural grass-roots party organizations optimize the governance structure of the community with structural integration,consolidate the interest foundation of the community with interest integration,and promote the cohesion of community value consensus with value integration,so as to promote the construction of rural governance community under the leadership of the Party.In order to give full play to the integrated role of political parties,we must strengthen the construction of grass-roots organizations and ideological guidance of the party,absorb and unite rural elites,promote good governance in rural areas,and enhance the construction of a rural governance community.
