摘要
乡村治理作为最基本的治理单元,是推进国家治理现代化最基础也是最有难度的一个环节,当前还面临着相关制度有待完善、设施环境有待提高等多种短板.在这一过程中,青年是非常重要的一股力量,应当在乡村社会治理中发挥更大作用,有关青年如何参与乡村社会治理并实现有效参与成为研究热点.该文研究发现青年参与乡村社会治理存在着诸多问题,包括青年群体自身存在的问题、青年群体外部组织存在的问题、社会整体环境层面的问题.对此提出培育公共精神,提升参与能力水平;增进组织认同,提高参与组织化程度;优化激励举措,激发生机活力的解决对策.
Abstract
As the most basic governance unit,rural governance is the most basic and difficult means to promoting the modernization of national governance.At present,it is still faced with a variety of shortcomings,for example,relevant rural systems need to be improved,and facilities and environment need to be improved.In this process,youth is a very important force and should play a greater role in rural social governance.How to participate in rural social governance and achieve effective participation has become a research hotspot.This paper finds that there are many problems for young people to participate in rural social governance,including the problems of youth groups themselves,the problems of external organizations of youth groups,and the environmental problems of society as a whole.In view of this,this paper proposes to cultivate the public spirit,enhance the level of participation ability,enhance organizational identity,improve the degree of participation in organization,and optimize incentive measures to stimulate vitality.
