摘要
在全面实行乡村振兴战略背景下,继承传统乡贤优点的新乡贤在乡村治理中发挥着重要作用.人才振兴是乡村振兴的关键,新乡贤以其模范引领作用和资源能力的带动作用,有效促进村民自治能力的提升,带动乡村经济的发展.但在实践过程中,也要对新乡贤的角色定位把握清楚,明确其协助村"两委"进行治理、服务村民的职能.因此,新乡贤的作用发挥需要在坚持党的领导和村民自治的前提下,理顺与村"两委"的职能关系,同时以完善的参与机制与监督机制作为保障.
Abstract
In the context of the comprehensive implementation of the Rural Revitalization Strategy,the new rural sages,who inherit the advantages of the traditional rural sages,play an important role in rural governance.The revitalization of talents is the key to the revitalization of the countryside.New rural talents,with its exemplary leading role and the leading role of resource capacity,effectively promote the promotion of villagers'autonomy and promote the development of rural economy.However,in the process of practice,we should also have a clear grasp of the role of new rural talents and clarify their functions to assist the two village committees in governance and serving the villagers.Therefore,the role of new rural talents needs to straighten out the functional relationship with the two village committees on the premise of adhering to the leadership of the Party and villagers'autonomy,and at the same time take the perfect participation mechanism and supervision mechanism as the guarantee.
