In the context of the reform of"Separation of Powers"in homestead, the life style of urban population moving to rural areas has been gradually revealed. As a new trend,"citizens going to the countryside"is showing the possibility of two-way flow of urban and rural elements.Through literature analysis, starting from the demand side of the activation of idle rural houses, and based on Maslow's hierarchical theory of demand, this paper analyzes the types of citizens'demand for idle rural houses, and analyzes the current plight of citizens to activate idle rural houses. Finally, the paper puts forward some policy suggestions to promote the citizens to invigorate the idle rural houses. The study found that the demand for activating idle rural housing mainly includes security demand, improvement demand and investment demand, and so on.At present, there are still institutional bottlenecks, mismatch between supply and demand, limited upgrading potential and other difficulties. In the future,we need to remove the obstacles of the"dual system"in urban and rural areas, open up the bridge between supply and demand of idle rural houses, and guide citizens to the countryside in a standardized and orderly manner,so as to provide reference for the implementation of national strategies such as urban-rural integration development strategy and Rural Revitalization Strategy,so as to provide reference for the protection of farmers'rights and interests.
