乡村振兴视域下基层党组织治理功能:逻辑必然、障碍分析与优化向度

摘要
农村基层党组织在乡村振兴中发挥战斗堡垒作用,具有实现乡村经济、生态、文化、政治、社会良好发展的"五位一体"治理功能.目前,由于基层党组织建设不完善、多元治理主体协商机制不健全、村民主人翁作用未充分发挥和正式与非正式规则不融洽等现实阻碍,农村基层党组织"五位一体"功能增益效果未得到充分体现.应在统筹推动"党建引领""平台扩容""主体动员"及"规则优化"的有机结合上下功夫,精准导引解决路径,实现乡村高质量发展.
Abstract
Rural grass-roots Party organizations play a fighting fortress role in rural revitalization,and have the"five-in-one"governance function to realize the good development of rural economy,ecology,culture,politics and society.At present,due to the imperfect construction of grass-roots Party organizations,the imperfect consultation mechanism of multiple governance subjects,the inadequate role of villagers as masters,and the disharmony between formal and informal rules,the"five-in-one"function gain effect of rural grass-roots Party organizations has not been fully reflected.Efforts should be made to promote the organic combination of"Party building leading","platform expansion","subject mobilization"and"rule optimization",and accurately guide the solution path to achieve high-quality rural development.
