Green agricultural development is an important condition for realizing China's agricultural modernization and rural revitalization, and it is also an important part of China's sustainable development strategy.Based on the data of 12 in-depth interviews in Xinjiang, this paper uses the Grounded Theory to qualitatively analyze the factors restricting the green development behavior of new agricultural operators.Through the three-level coding process of open coding, spindle coding and selective coding, the factors affecting green agricultural development are summarized into four aspects:self-cognition,policy environment, resource endowment and technology cognition. For this reason, some policy suggestions are put forward, such as strengthening policy propaganda, strengthening the concept of green agricultural development, increasing policy support, improving the ability of anti-risk,speeding up the process of technology popularization, and giving full play to the radiation effect of advanced demonstration households,so as to promote the green and high-quality development of agriculture in Xinjiang.
