农业类高校专利转化存在的问题及对策研究——以新疆农业大学为例

摘要
该文基于新疆农业大学近年来在知识产权工作方面的实际情况,深入剖析该校专利转化过程中存在的突出问题,包括管理机制不健全、专利转化率偏低、转化能力弱和转化资金少等方面.通过对专利申请总体情况、专利质量和专利转化等方面的分析,揭示高校专利质量作为专利能否得到转化的前提条件的重要性.针对这些问题,该文提出相应的对策和建议,包括完善专利转化政策环境、提升专利质量、完善经费投入保障机制和设立独立科技成果转化机构等,以全面提升新疆农业大学专利质量,优化考核评价体系,以推动农业类高校科技成果的有效转化落地.
Abstract
Based on the actual situation of intellectual property work in Xinjiang Agricultural University in recent years,this article deeply analyzes the prominent problems in the patent conversion process of the university,including incomplete management mechanism,low patent conversion rate,weak conversion ability,and insufficient conversion funds.By analyzing the overall situation of patent applications,patent quality,and patent conversion,the importance of university patent quality as a prerequisite for whether patents can be converted has been revealed.In response to these issues,this article proposes corresponding countermeasures and suggestions,including improving the policy environment for patent conversion,enhancing patent quality,improving the funding guarantee mechanism,establishing independent scientific and technological achievement transformation institutions,etc.,in order to comprehensively enhance the patent quality of Xinjiang Agricultural University,optimize the examination and evaluation system,and promote the effective transformation and landing of scientific and technological achievements in agricultural universities.
