In order to grasp the overall situation of the policy of"toilet revolution"in rural areas of Ningxia in recent years,this paper combs and summarizes the relevant policy documents issued by autonomous regional governments and functional institutions from 2018 to 2022.From three aspects of analysis of the policy text form,policy text content,and the use of policy tools,it is found that in the form of policy text,the main body is highly concentrated,multi-sector coordination capacity is insufficient,and the legal effect is weak;and that there is still much room for improvement in the content of the policy text,the weak performance of enforceability and the unbalanced and scientific use of policy tools.Therefore,this paper puts forward three strategic suggestions on how to improve the policy of"toilet revolution"in rural areas of Ningxia.
