Currently,rural primary-level governance is gradually showing an administrative trend under the influence of factors such as urban-rural integration,resource allocation to rural areas,and pressure based systems,mainly reflected in the public office and procedural work of village cadres,as well as the township government becoming the leader of village work.The practice of"strong administration,weak administration"in village level governance has resulted in a lack of autonomy in village level governance,internalization of village level governance,and weakened governance effectiveness.Therefore,it is necessary to enhance the governance capacity of village level organizations,activate autonomy and vitality,and reshape the internal order of villages to achieve"good governance"at the primary-level in rural areas.
