The report of the 20th National Congress of the Communist Party of China clearly requires us to comprehensively consolidate the foundation of food security,fully implement the joint responsibility of the Party and the government for food security,firmly hold the red line of 1.8 billion mu of arable land,and gradually build all permanent basic farmland into high standard farmland.This article starts from the relationship between permanent basic farmland and high standard farmland,and combines the construction status of a high standard farmland project in a certain area of Guangdong Province to sort out the problems existing in the project construction one by one;Based on problem orientation,with the goal of"building,implementing,utilizing,and managing high standard farmland",this paper discusses the gradual construction of all permanent basic farmland into high standard farmland from multiple perspectives,in order to provide relevant guidance for promoting the construction of high standard farmland.
