Homestead withdrawal is a legal act in which farmers who own idle rural land return their homestead use rights to rural collectives,and the farmers'original rights related to the use of homestead are eliminated.After the homestead is withdrawn,farmers will face a series of rights risks,mainly due to the risks faced by farmers'employment rights,residence rights and social protection rights.The main reasons lie in the impact of the urban-rural dual system,the imperfect homestead exit mechanism and the lack of farmers'risk awareness.To eliminate farmers'rights and risks,we should eliminate the dual system of urban and rural areas and build an integrated urban and rural development system;the"Homestead Law of the People's Republic of China"should be formulated to strengthen legislative guarantees;government responsibilities should be strengthened and supervision of homestead exit risks should be strengthened;and risk education should be strengthened to enhance farmers'risk prevention capabilities.
