The key to rural revitalization lies in the people. With the development of China's urbanization,land and household registration system reform,a large number of rural surplus labor force has poured into the cities,and the problem of "hollowing out" in rural areas is becoming more and more prominent. Shuangyashan City is no exception. This paper,according to the popula-tion of Shuangyashan and geographical location of three sample village as a research sample,the rural population,industry,primary-level governance comprehensive analysis,sort out the rural development under the main body "hollowing out" the development of rural development,put forward the rural revitalization of the "hollowing out" of rural talent team construction countermeasures and Suggestions,in order to provide reference for the government decision-making.
