As one of the most critical factors in the development of rural industries,rural human resources are an important driving force for achieving comprehensive rural revitalization. Nowadays,with the development of China's market economy,more rural surplus labor is turning to cities with good economic development to realize personal value. This has caused China's current rural human resources to be at a disadvantage in both quantity and quality. Due to problems in system,management,and funding invest-ment in rural areas,our country's rural human resources are large in quantity,low in quality,unreasonable employment structure,imperfect incentive mechanisms,and low degree of specialization. After in-depth analysis of the current situation of rural human re-sources,all localities should actively develop agricultural human resources to promote the transformation of agricultural surplus labor,which is an effective way to achieve rural employment and accelerate the urbanization process.
