福建省"专精特新"企业培育与发展政策研究

摘要
随着中国经济稳步迈向高质量发展阶段,"专精特新"企业成为发展新质生产力的关键,也是国家创新驱动发展战略的重要推动力.促进"专精特新"企业的发展壮大,需要进一步发挥政府政策的扶持作用.本文通过系统梳理国家、福建省及市级三个层面的"专精特新"支持政策,并进行多维度对比,针对性地提出福建省"专精特新"企业培育与发展的政策对策及建议,旨在促进其高质量发展.本文提出,福建省需要通过强化资金支持、引进与培育人才、提升知识产权管理水平、深化服务与市场拓展、推进数智化转型、加快推进共建"一带一路"合作等方式,为"专精特新"企业提供更加全面、有效的政策支持,以供参考.
Abstract
As China's economy transitions toward high-quality development,specialized,refined,differentiated,and innovative(SRDI)enterprises have emerged as a critical component in fostering new quality productive forces and driving the nation's innovation-oriented development strategy.To advance the growth of SRDI enterprises,it is imperative to enhance the effectiveness of government policies in providing robust support.By sorting out the support policies of national,Fujian provincial and municipal level for SRDI enterprises,and making multi-dimensional comparison,this paper puts forward targeted policy countermeasures and suggestions for the cultivation and development of SRDI enterprises in Fujian Province,so as to promote their high-quality development.Therefore,Fujian province needs to provide more perfect and effective policy support for SRDI enterprises by strengthening financial support,introducing and cultivating talents,improving the level of intellectual property management,deepening service and market expansion,promoting digital-intelligence transformation,and accelerating the promotion of cooperation in building the"Belt and Road"Initiative.
