Institutional Framework and Practical Path to Promote the Modernization of Emergency Management System and Capacity:Based on Perspective of Social Co-governance
With the advent of risk society and the advancement of governance modernization,building an effective emergency management system has become an urgent need to improve social governance capabilities.In addition to the traditional government as the main body of governance,social co-governance can realize the diversification of governance subjects,enrich governance tools and governance methods,and provide more options and governance strategies for emergency management.Social co-governance takes law as the premise,equality and voluntariness as the basis,and multi-subject consultation and cooperation as the core,emphasizing party committee leadership,government responsibility,social coordination,enterprise and public participation.By improving the social co-governance emergency legal system and responsibility system,improving the information sharing and communication mechanism,improving the resource guarantee system and collaborative participation mechanism,and improving the emergency education system and other policy measures,we can solve the legal system in the process of modernization of emergency management system and capacity.Inadequate,immature multi-subject cooperation mechanism,imperfect evaluation and supervision mechanism and other institutional dilemmas,so as to build a social co-governance system of emergency management in a risk society,and provide an institutional analysis framework to promote the modernization of emergency management system and capacity.
