Enabling the Modernization of Grass-roots Emergency Management Capacity with"Five Governance Integration":Case Analysis Based on Emergency Management Practice in Y Township,Hunan Province
Emergency management is an important part of national governance system and governance capacity.Strengthening the grass-roots emergency response capacity is an inevitable requirement to promote the modernization of grass-roots emergency response governance system and governance capacity.However,the theory of China's emergency capacity building lags behind actual practice,and it is urgent to summarize and refine the theoretical framework of"Chinese-style"local emergency management,so as to provide the world with Chinese wisdom and paradigm.By using the case study method,this thesis explores the beneficial experience of China's grass-roots emergency capacity building from the whole process of emergency management practice in Hunan Province,and constructs a theoretical model of emergency capacity building with Chinese local characteristics.The study found that in the process of continuous practice and accumulation,the empowerment theory of"five-governance integration"with Chinese characteristics has been gradually formed in the development of grass-roots emergency response capacity."Five governance"integrates functions and roles of"political leadership","legal guarantee","strong foundation of autonomy","moral education"and"intellectual support"in the process of grass-roots emergency capacity building.Through the deep integration of"five governance",we can further enhance the grass-roots emergency governance capacity,thus promote the modernization of the national emergency governance system and governance capacity.
