摘要

2023 年 7 月 29 日 20 时至 8 月 2 日 7 时,北京市平均降雨量达到 331 毫米,门头沟区平均 538.1 毫米.暴雨导致门头沟地区地质灾害频发、破坏严重,造成巨大的人员伤亡和财产损失.8月中旬,对受灾严重的门头沟区进行深入调研,对洪水、滑坡、崩塌、泥石流、地面塌陷、建筑物倒塌等典型灾害从岩土体性质、灾害规模以及沿途分布特征等方面分析,科学评估其对交通路线、居民房屋的危害,并针对性提出应急处置建议和恢复重建建议,以期对今后北京市遭遇极端暴雨天气出现的地质灾害问题提供对策和技术支撑.在此基础之上,对现有的应急预案进行分析并提出改进建议,从事前、事中、事后三阶段深层次的分析政府、社区、乡镇、各部门、企事业单位、人民群众等不同主体在应对此次极端暴雨天气的暴露出的弊端和值得借鉴之处,为今后应对此类灾害提供参考.

Abstract

From 20:00 on July 29 to 7:00 on August 2,2023,the average rainfall in Beijing reached 331 mm,and the average rainfall in Mentougou District was 538.1 mm.Heavy rains have caused frequent geological disasters and serious damage in Mentougou area,resulting in huge casualties and property losses.In mid-August,an in-depth investigation was conducted in Mentougou District,which was severely affected by the disaster.Typical disasters such as floods,landslides,collapses,debris flows,ground collapses and building collapses were analyzed from the aspects of rock and soil properties,disaster scale and distribution characteristics along the way.The hazards to traffic routes and residential houses were scientifically assessed,and emergency measures were put forward in this thesis in order to provide countermeasures and technical support for the geological disasters caused by extreme rainstorm weather in Beijing in the future.On this basis,the existing emergency plans are analyzed and suggestions for improvement are put forward,and the drawbacks and worthy of reference of different subjects such as the government,communities,towns,departments,enterprises and institutions,and the people in dealing with the extreme rainstorm weather are analyzed in depth from the three stages of before,during and after the event,so as to provide reference for dealing with such disasters in the future.
